Quality Control (QC) Manager
Position Summary
The QC Manager is responsible for establishing, implementing, and maintaining the project Quality Control Plan for all building construction activities. The role ensures that materials, workmanship, installations, testing, and completed work comply with approved drawings, specifications, applicable codes and standards, contractual requirements, and the company’s quality procedures. The QC Manager leads the site quality team, coordinates inspections with construction personnel, consultants, clients, laboratories, subcontractors, and authorities, and has the authority to stop or reject nonconforming work.
Key Responsibilities
Develop, implement, maintain, and periodically update the project-specific Quality Control Plan.
Review contract documents, drawings, specifications, approved submittals, method statements, inspection and test plans (ITPs), and applicable codes to identify quality requirements.
Prepare and maintain the project quality schedule, inspection matrix, checklists, and testing requirements.
Lead, supervise, and evaluate QC inspectors and other assigned quality personnel.
Coordinate quality activities with the Project Manager, Construction Manager, site engineers, safety team, subcontractors, suppliers, consultants, and client representatives.
Review material submittals, samples, certificates of compliance, mill certificates, test reports, calibration records, and other quality documentation before materials are incorporated into the work.
Verify that only approved drawings, specifications, materials, and procedures are used at the worksite.
Ensure required preparatory, initial, follow-up, hold-point, and final inspections are completed and documented.
Monitor civil, structural, architectural, mechanical, electrical, plumbing, fire protection, and finishing works for compliance.
Coordinate third-party laboratory and field testing, including concrete, soil, masonry, welding, waterproofing, pressure, electrical, and building-envelope tests, as applicable.
Issue, track, and close nonconformance reports (NCRs), observations, corrective action requests, punch-list items, and deficiencies.
Analyze recurring defects and quality trends; lead root-cause analysis and implement preventive and corrective actions.
Conduct internal quality audits and support audits performed by the client, consultant, certification body, or regulatory authority.
Chair quality meetings and provide regular quality reports, dashboards, metrics, and status updates to project leadership.
Ensure measuring and testing equipment is suitable, identified, calibrated, and supported by current records.
Participate in pre-installation meetings, mock-up reviews, testing, commissioning, substantial completion, and final acceptance activities.
Maintain complete, accurate, and traceable quality records for inclusion in turnover packages, operation and maintenance manuals, warranties, and as-built documentation.
Promote a prevention-based quality culture and provide quality orientation or training to project personnel and subcontractors.
Immediately escalate significant quality risks and stop work when continued activity could conceal, compound, or create nonconforming construction.
Authority
The QC Manager is authorized to:
Reject materials or work that do not meet approved requirements.
Stop affected work when a serious nonconformance or quality risk is identified.
Require reinspection, retesting, repair, replacement, or an approved technical disposition.
Prevent covering or closing work until required inspections and tests have been accepted.
Minimum Qualifications
Bachelor’s degree in civil engineering, construction management, architecture, or a related discipline; an equivalent combination of education and relevant experience may be considered.
Typically 7–10 years of construction quality experience, including at least 3 years in a supervisory or management role on building projects.
Strong knowledge of construction methods, inspection practices, testing requirements, and document control.
Working knowledge of applicable local building codes and relevant standards such as ASTM, ACI, AWS, NFPA, ISO 9001, or project-specified equivalents.
Ability to interpret drawings, specifications, submittals, schedules, and technical reports.
Demonstrated experience managing NCRs, corrective actions, audits, turnover documentation, and multidisciplinary inspections.
Strong leadership, communication, organization, problem-solving, and report-writing skills.
Proficiency with common office software and electronic construction/quality management systems.
Relevant quality certification—such as ASQ, CQI/IRCA, ISO 9001 auditor, ICC, AWS, or equivalent—is preferred where applicable.
Working Conditions
Regular work in active construction areas, including exposure to dust, noise, weather, uneven surfaces, and ongoing equipment operations.
Ability to walk the project site, climb stairs or ladders, access inspection locations, and use required personal protective equipment (PPE).
May require extended hours, shift work, or weekend attendance to support critical inspections, concrete placements, testing, or commissioning.
Key Performance Indicators
Timely completion and acceptance of required inspections and tests.
NCR aging, closure rate, and recurrence of defects.
First-pass inspection acceptance rate.
Completeness and accuracy of quality and turnover records.
Timely resolution of punch-list items.
Audit findings and corrective-action performance.
Reduction in rework, quality-related delay, and cost of poor quality.
