Position Summary

The HSE Manager provides leadership and overall management of health, safety, and environmental activities for the construction project. The role is responsible for developing, implementing, and monitoring the project HSE Management Plan to protect workers, visitors, the public, property, and the environment.

The HSE Manager ensures compliance with applicable legislation, permits, client requirements, contractual obligations, and company standards while promoting a proactive culture in which incidents and occupational illnesses are prevented.

The HSE Manager advises project leadership, supervises assigned HSE personnel, monitors contractor and subcontractor performance, and has authority to stop work where an imminent danger, serious environmental threat, or significant breach of requirements exists.

Key Responsibilities

  • Develop, implement, maintain, and periodically update the project-specific HSE Management Plan and supporting procedures.

  • Identify applicable HSE laws, regulations, permits, client standards, contractual requirements, and company policies; maintain a register of obligations and monitor compliance.

  • Establish project HSE objectives, key performance indicators, reporting arrangements, and improvement initiatives.

  • Lead the development and review of risk assessments, job hazard analyses, safe work method statements, environmental aspect assessments, and task-specific control plans.

  • Advise the Project Manager, Construction Manager, engineers, supervisors, subcontractors, and workforce on HSE requirements and risk-control measures.

  • Recruit, organize, supervise, coach, and evaluate HSE coordinators, officers, inspectors, and other assigned personnel.

  • Participate in project planning, constructability reviews, mobilization, logistics planning, and preconstruction meetings to ensure risks are addressed before work begins.

  • Ensure effective controls are established for high-risk activities, including work at height, lifting operations, excavation, confined spaces, electrical work, hot work, demolition, temporary works, heavy equipment, traffic movement, hazardous substances, and simultaneous operations.

  • Establish and monitor permit-to-work systems and verify that required competent persons are appointed.

  • Ensure workers and visitors receive suitable HSE orientation, training, toolbox talks, and competency verification.

  • Plan and lead site inspections, compliance audits, leadership walks, and subcontractor performance reviews.

  • Ensure unsafe acts, unsafe conditions, and environmental noncompliances are corrected promptly and tracked through closure.

  • Develop emergency preparedness and response arrangements, including fire prevention, evacuation, first aid, severe weather, spill response, rescue plans, drills, and liaison with emergency services.

  • Lead or oversee investigations of incidents, injuries, illnesses, environmental events, property damage, high-potential near misses, and complaints.

  • Apply root-cause analysis, assign corrective and preventive actions, communicate lessons learned, and verify action effectiveness.

  • Establish reporting and notification procedures and ensure legally or contractually required reports are submitted accurately and on time.

  • Monitor occupational health risks such as heat stress, noise, dust, vibration, ergonomics, respiratory hazards, sanitation, and worker welfare.

  • Oversee environmental controls relating to waste, spills, erosion and sediment, stormwater, air emissions, dust, noise, water protection, hazardous materials, and protection of sensitive receptors.

  • Coordinate required environmental sampling, occupational exposure monitoring, health surveillance, and third-party inspections.

  • Review HSE aspects of subcontractor prequalification, mobilization documents, method statements, and performance reports.

  • Monitor the inspection, certification, and safe condition of safety-critical equipment, including scaffolds, lifting equipment, fall-protection systems, fire equipment, temporary electrical systems, and emergency equipment.

  • Facilitate HSE committee meetings and prepare weekly and monthly performance reports, statistics, trends, and management presentations.

  • Maintain complete and confidential HSE records, including inspections, training, permits, incidents, exposure monitoring, audits, and corrective actions.

  • Promote worker consultation, hazard reporting, near-miss reporting, stop-work responsibility, and recognition of positive HSE performance.

  • Manage HSE requirements during testing, commissioning, demobilization, and project closeout.

Authority

The HSE Manager is authorized to:

  • Stop any activity presenting an imminent danger, serious environmental risk, or material violation of project requirements.

  • Require corrective measures before affected work resumes.

  • Remove from service unsafe tools, plant, equipment, or substances pending inspection or correction.

  • Restrict site access for persons who have not completed required orientation, training, authorization, or PPE requirements.

  • Escalate serious or repeated violations to project leadership and recommend disciplinary or contractual action.

  • Contact emergency services or relevant authorities when required by the emergency plan or applicable law.

Minimum Qualifications

  • Bachelor’s degree in occupational health and safety, environmental science, engineering, construction management, or a related discipline; an equivalent combination of education, certification, and experience may be considered.

  • Typically 7–10 years of progressive HSE experience in construction, including at least 3 years in a leadership or management role.

  • Demonstrated knowledge of construction hazards, risk assessment, incident investigation, emergency management, environmental controls, and contractor management.

  • Working knowledge of applicable occupational safety, environmental, fire, and public-protection requirements in the project jurisdiction.

  • Familiarity with recognized management systems and standards such as ISO 45001 and ISO 14001.

  • Strong leadership, communication, training, conflict-resolution, analytical, and report-writing skills.

  • Ability to interpret legislation, project plans, specifications, method statements, safety data sheets, technical reports, and incident data.

  • Proficiency with common office applications and electronic HSE reporting or construction management systems.

  • Recognized professional certification—such as CSP, CRSP, CMIOSH, NEBOSH Diploma, CHST, or jurisdictional equivalent—is preferred or may be required.

  • Current first-aid/CPR and other project-specific credentials are preferred or required according to local rules.

Working Conditions

  • Regular work in active construction areas with exposure to weather, noise, dust, heights, uneven surfaces, moving equipment, and changing site conditions.

  • Ability to walk large project areas, climb stairs or ladders, access inspection locations, and wear required personal protective equipment (PPE).

  • May require extended hours, night shifts, weekends, emergency response, or availability outside normal working hours.

Key Performance Indicators

  • Compliance with legal, client, contractual, and company HSE requirements.

  • Serious incident and high-potential near-miss performance.

  • Timeliness and effectiveness of incident investigations and corrective-action closure.

  • Inspection, audit, training, and permit compliance rates.

  • Reduction in repeated unsafe conditions and behaviors.

  • Subcontractor HSE performance and improvement.

  • Emergency-drill readiness and response performance.

  • Environmental compliance, spill prevention, and waste-management performance.

  • Quality, accuracy, and timeliness of HSE reporting.

  • Workforce participation in hazard, observation, and near-miss reporting.
