Position Summary

The HSE Coordinator supports the daily implementation of the project HSE Management Plan. The role conducts site inspections, assists with risk assessments and permits, coordinates orientations and training, maintains records, follows up corrective actions, and provides practical HSE guidance to supervisors, workers, and subcontractors. The HSE Coordinator serves as a visible field presence and helps ensure that hazards and environmental risks are identified and controlled before and during construction activities.

The HSE Coordinator reports to the HSE Manager and works closely with construction supervision, site engineers, subcontractor representatives, emergency personnel, and workers.

Key Responsibilities

  • Support implementation of the project HSE Management Plan, procedures, and site rules.

  • Conduct routine field inspections, task observations, housekeeping reviews, and environmental checks.

  • Identify unsafe acts, unsafe conditions, occupational health concerns, and environmental noncompliances; communicate findings and follow them through closure.

  • Assist supervisors and subcontractors with risk assessments, job hazard analyses, safe work method statements, pre-task plans, and toolbox talks.

  • Review work areas before high-risk activities begin and verify required controls, permits, barricades, signs, rescue arrangements, and competent-person coverage.

  • Monitor activities such as work at height, lifting, scaffolding, excavation, confined-space entry, hot work, electrical work, demolition, heavy-equipment operation, material handling, and traffic movement.

  • Verify appropriate selection and use of PPE and confirm that safety-critical equipment has current inspection or certification status.

  • Support the project permit-to-work system by checking permit documentation, field conditions, control measures, and closeout requirements within assigned authority.

  • Deliver or coordinate site orientations, toolbox talks, safety briefings, environmental awareness sessions, and other assigned training.

  • Maintain training matrices and help verify that workers have required qualifications, licenses, and authorizations.

  • Assist with emergency drills, fire-prevention inspections, first-aid arrangements, spill response, evacuation planning, and checks of emergency equipment.

  • Respond to incidents and near misses, protect the scene when appropriate, gather preliminary information, and promptly notify the HSE Manager.

  • Assist with investigations by interviewing witnesses, collecting photographs and records, documenting findings, and tracking corrective actions.

  • Maintain accurate records of inspections, observations, permits, orientations, training, incidents, audits, exposure monitoring, and corrective actions.

  • Compile daily and weekly HSE statistics and contribute to reports, dashboards, meeting minutes, and notices.

  • Support environmental controls for waste segregation, spill prevention, hazardous-material storage, dust, noise, erosion, stormwater, and protection of drains and watercourses.

  • Check welfare facilities, access routes, lighting, signage, fencing, housekeeping, and public-protection measures.

  • Attend coordination meetings, pre-start meetings, safety committee meetings, and subcontractor briefings as assigned.

  • Encourage workers to report hazards and near misses and reinforce their responsibility to stop and seek guidance when work cannot be performed safely.

  • Maintain a professional, fair, and respectful field presence while promptly escalating serious or repeated violations.

  • Follow all confidentiality, record-retention, and incident-notification requirements.

Authority

The HSE Coordinator is authorized to:

  • Intervene immediately and direct work to pause when an imminent danger or serious environmental threat is observed.

  • Notify the responsible supervisor and HSE Manager and require review before affected work resumes.

  • Record and report noncompliance and request corrective action.

  • Prevent unauthorized or untrained persons from entering controlled work areas.

  • Remove visibly defective safety equipment from use and refer it for formal inspection or replacement.

Minimum Qualifications

  • Diploma, associate degree, bachelor’s degree, or recognized vocational qualification in occupational health and safety, environmental management, construction, engineering, or a related field.

  • Typically 3–5 years of relevant HSE or construction experience.

  • Practical knowledge of construction hazards, risk controls, PPE, permit systems, incident reporting, emergency procedures, and environmental protection measures.

  • Ability to read construction plans, risk assessments, safe work procedures, permits, inspection forms, and safety data sheets.

  • Strong observation, organization, communication, coaching, and recordkeeping skills.

  • Ability to communicate requirements clearly with workers, supervisors, subcontractors, and visitors.

  • Proficiency with common office applications and digital inspection or HSE reporting systems.

  • Recognized certification—such as NEBOSH Certificate, OSHA construction training, CHST, NCSO, or jurisdictional equivalent—is preferred or may be required.

  • Current first-aid/CPR certification and project-specific training are preferred or required according to local rules.

Working Conditions

  • Primarily field-based in active construction areas with exposure to weather, dust, noise, heights, moving equipment, and uneven terrain.

  • Ability to stand and walk for extended periods, climb stairs or ladders, access work areas, and wear required PPE.

  • May require early starts, shifts, overtime, weekend work, or response to incidents and emergencies.

Key Performance Indicators

  • Frequency, quality, and timely completion of field inspections and observations.

  • Timely escalation and closure of identified hazards and corrective actions.

  • Accuracy and completeness of HSE records and statistics.

  • Orientation, toolbox-talk, and training completion rates.

  • Permit-to-work and high-risk activity compliance.

  • Timely incident and near-miss reporting.

  • Housekeeping, waste-management, and environmental-control performance.

  • Workforce engagement in hazard and near-miss reporting.

  • Reduction in repeated findings within assigned areas.
